Goals Set on Shipping Activity Not Economic Outcomes
Technology teams set goals like building a data layer, migrating to a new platform, or installing a new tool. Business outcome goals like reducing cost per feature or cutting coordination overhead in half rarely appear, because the goals are chosen by the people who deliver them.
You manage what you measure. If nobody measures profitability at the team level, nobody organizes for it. The amounts on the report are those economic outcomes.
